General Description:
Experienced professional to provide user-centered
design support to project teams. This includes the ability to
analyze user needs, assist in requirements definition, as well as
design and conduct usability testing.
Requirements: Graduate
Degree, Web-based Interaction Design including - a proven record in
user-centered design, good foundation in Information Architecture, familiar
with Persona and Scenario creation, heuristic evaluations, card sorting,
user interviewing, contextual inquiry and ethnographic studies.
Experience designing and conducting formative and summative usability tests
in both formal and informal settings. Able to perform paper prototyping,
high and low fidelity testing in a usability lab or at customer site. Must
also be proficient at think/talk aloud protocol, understanding Requirements
Definition process, working in multi-disciplinary teams, as well as be an
excellent communicator verbally and in writing.
Desired Skills: Previous consulting
experience, thorough understanding of iterative software development
methods, experience with contextual inquiry methods and Section 508
compliance.

Interfaces with various government accounting systems. Ensures
procedures and guidelines are followed, all required spreadsheets
and reports are accurately and timely completed, and deposit
activities are correctly conducted.
Qualifications:
Must demonstrate ability to perform detailed work
consistently and accurately. Understands the mission-driven

regulations. Supervisory experience preferred. Facility with

Required Skills: Solid foundation in the processing of FOIA requests in a Federal Government environment. Bachelors degree required and Masters degree preferred.

RIMS is charged with improving the management of the Department's information collections and helping to reduce the burden placed on the public by the information collection. RIMS is responsible for reviewing this information collected to ensure that it is needed to support an agency need, is designed such that it will meet that need, is not duplicated by aother collection, an dis not unnecssarily burdensome on the public. RIMS then submits the proposed information collection to OMB. The applicant must be an experienced manageer who can manage technical staff performing Information Collection activities. Provide program evaluation. Perform statisical analyses, prepare reports and assist in the development of directives an dguidelines. Perform work related to Information Collection requests that adhere to th erequirements of the Paperwork Reduction Act (PRA) of 1980 and 5 CFR Part 1320 - Control of Paperwork Burden on the Public. Provide support for the analysis, development, and delivery of proposed information collection plans throughout ED. Provide analytical support in the preparation of "Notices of Proposed Rulemaking" (NPRM), final regualtions, and Federal REgister Notices. Support the development/preparation of the annual (fiscal year) Informaiotn Collection Clearance Schedule. Provide support to RIMS staff in the review and analysis of Information Collection Clearance packages ensuring that all packages incorporate necessary forms, documents and materials. Furnishing statistical assessments as necessary for the verification of survey and data collection methodologies. Support the preparation and delivery of the Information Collection Budget (ICB).
Required Skills: At least 5 years management experience, strong interpersonal and management skills, PMP training, demonstrated experience with Information Collection projects. Bachelors degree required and Masters degree preferred.
